Billing system / paying for resource upgrades

If the billing system can get finished soonish then resource upgrades can be purchased without users needing to meet the requirements. This would make it a lot more painless for big servers to move over without needing to go through the hassle of letting adverts in. It also allows smaller server hosts to upgrade their resources if they want to grow, or just play with mods and plugins that require more resources.
