Auto kill server on startup/shutdown if it takes too long

It needs to be smart and configurable

startup and taking longer than 60s it should kill the server, try starting again then kill if it fails again and just stay shutdown

on shutdown it should try waiting 60s otherwise force kill.

restart it should try again after 60s as a minimum of waiting.
