MC server error: unable to stop server

I have noticed that if you start the server and then quickly stop it (presumeably before it manages to fully finish starting up), you are unable to stop it afterwards without doing a force-stop, but it will also not carry on starting up (meaning you are forced to force-stop).

The error message above is what is logged if you attempt to stop the server too quickly after starting it, but it does not continue processing the action to start-up the server.
