Permission for subusers

Feature Request

This was disabled due to safety concerns, but regardless I think it should be available to be added since most people need their coworkers to add subusers especially if the owner himself didn't buy the server.

Subusers were not disabled for safety concerns. It was due to subusers needing to register and registrations are now closed.

We hope to have registrations available again in a few weeks.
